Professional Experience
Mary Biscoe-Hall is a trial attorney and associate of the firm. She focuses her practice on defending individuals and companies in litigation involving toxic torts and complex personal injury. Prior to joining the firm, Ms. Biscoe-Hall served as an Assistant State’s Attorney with the Baltimore City State’s Attorney’s Office where she prosecuted misdemeanor and felony cases in the District and Circuit Courts in Baltimore City. She also served as a judicial law clerk to the Honorable Lawrence P. Fletcher-Hill of the Circuit Court for Baltimore City.

Ms. Biscoe-Hall received her Juris Doctor from the University of Maryland Francis King Carey School of Law. She graduated from Frostburg State University, magna cum laude, with her Bachelor of Science Degree in Law & Society and Sociology and a minor in Political Science.

While at Maryland Law, Ms. Biscoe-Hall was a member of the International Moot Court Team and the Alternative Dispute Resolution Team and competed in multiple moot court, mediation, and negotiation competitions. Most notably, in 2014, Ms. Biscoe-Hall competed in and won the American Bar Association Regional Negotiation Competition and became a Regional Champion. Ms. Biscoe-Hall then competed in the 2015 American Bar Association National Negotiation Competition and finished as an undefeated National Finalist of this prestigious negotiation competition.
Ms. Biscoe-Hall serves as the Risk Management Advisor of FSU’s chapter of Delta Zeta National Sorority. She also serves as a visiting coach for the Maryland Law Alternative Dispute Resolution Team and the International Moot Court Team. Ms. Biscoe-Hall’s hobbies include traveling the world and personal training/teaching bootcamp classes at SOLDIERFIT in Columbia, MD.

Thomas W. Hale, a founder of Leder & Hale, has over 12 years of experience in lead-based paint and other toxic tort litigation, product liability litigation, automotive-related disputes and construction disputes. He represents defendants in cases involving lead paint, petroleum products, asbestos, chlorinated solvents, carbon monoxide, phosgene, arsenic, mold, and pesticides. He represents both car dealers and individuals involving disputes over automobiles, including sales of vehicles (also known as “lemon law cases”) and disputes over repairs made on vehicles. Finally, he represents general contractors and subcontractors in construction disputes involving condominiums, townhouse communities, single family homes and commercial construction.

Mr. Hale is a member of the Maryland Bar and the United States District Court for the District of Maryland Bar. He is a member of the Maryland Defense Counsel, the Defense Research Institute, and the Maryland State Bar Association. He has served as a continuing legal education instructor for Deposition Training Seminars. He has also assisted in a mock trial course offered to high school students through the Pennsylvania Homeschoolers Accreditation Agency.
Mr. Hale is also actively involved in the National Street Rod Association and has been a member since 1992.

Jeanie Scherrer Ismay is a trial attorney and principal of the firm.  She focuses her practice on toxic substance poisoning and complex personal injury.  Her litigation experience includes lead paint, brain injury, asbestos, mold, and carbon monoxide claims, in addition to construction defect, wrongful death, subrogation, property damage, insurance fraud, and insurance coverage.  She has tried cases in federal and state court, representing both defendants and plaintiffs.  Ms. Ismay has taught and lectured at conferences attended by fellow attorneys and claims professionals.
Ms. Ismay previously practiced in the litigation department of a Baltimore law firm for nearly a decade. She also served as a law clerk to the Honorable James E. Seibert in the United States District Court for the Northern District of West Virginia in her hometown of Wheeling, West Virginia.

Emily Kelley focuses her practice in the areas of toxic torts and general liability. Her litigation experience includes catastrophic injury, automobile accidents and premises liability. Ms. Kelley’s experience includes representing both plaintiffs and defendants.
Ms. Kelley is also a founding member of Charm City Companions, a non-profit organization aimed at helping people and their pets in Baltimore City.  She serves as the organization’s legal counsel. Emily is deeply committed to social justice for people and their pets.

Mr. Leder represents insurance companies in liability coverage disputes and represents defendants in toxic tort and environmental contamination actions and recreational boating accidents.

Herb O’Conor has over 30 years of experience resolving disputes of negligence, premises liability, construction and employment.  He has tried more than 50 jury trials and resolved many more disputes with conversation and mediation.
